Harlowe Regional Health looked organized from the outside. There was an org chart. There were departments. There were managers, trainers, workflows, dashboards, and systems. On paper, the structure looked clear.

But the work did not move through the org chart. It moved through people.

It moved through the nurse who knew which supervisor would answer quickly. It moved through the admin who remembered the workaround when the system froze.
