CS03 is not a “the pipeline isn’t producing” problem. The pipeline produces credentials, not competence, because the missing finishing stage — the channel that converts documented knowledge into operating judgment — was never designed, funded, or owned. Credentials measure what was written down; jobs run on undocumented judgment. Do not blame DeShawn, new workers, or employers alone, and do not treat credentials as useless.
