CS04 is not a “departments are blaming each other” problem. “Service requests are slipping and departments are blaming each other” is the surface complaint. The system signal is public-sector hidden labor and inter-agency handoffs with no owner: each department is individually performing and green, but the work that crosses between them belongs to no one. Do not blame Gloria, do not blame the departments, and do not treat the permit portal as the automatic fix — automation hardens an unmapped handoff unless the handoff is mapped first.
